Changes: Enchanter

The Enchanter is a type of NPC introduced in Titan Quest: Immortal Throne. He is identified by a yellow lightning bolt symbol above his head and has two services to offer:

Separating a Charm or Relic from a piece equipment: For a fee, the enchanter will recover either the charm/relic or the piece of equipment, the other one is lost forever.
Creating Artifacts: This requires an Arcane Formula, it's three reagents (completed Charms/Relics, Scrolls and/or other Artifacts) and a certain amount of Gold.
